The owners of all commercial or residential property in the city wherein fire and
life safety systems, equipment, tanks, piping, devices, appliances and controls (collectively
referred to as equipment) are installed, whether said equipment is subject to state,
county or local control, or is installed voluntarily, shall maintain all said equipment
in operative condition at all times to provide the service for which they were installed.
