§ 14-96. Investigation of applicant.
(a)
Upon receipt of the application provided for in section 14-95, the city shall refer the original to the chief of police who shall cause such investigation of the applicant's business and moral turpitude to be made as he deems necessary for the protection of the public health, safety, morals or general welfare.
(b)
If, as a result of such investigation, the applicant's character or business responsibility is found to be unsatisfactory, the chief of police shall endorse on such application his disapproval and his reasons for the same, and return to the city, who shall notify the applicant that his application is disapproved and that no permit will be issued.
(c)
If as a result of such investigation, the character and business responsibility of the applicant are found to be satisfactory, the chief of police shall endorse on the application his approval, and return the application to the city, who shall notify the applicant that a permit for solicitor or peddler shall be issued upon payment of the prescribed applicable permit fees.
(d)
The application process from the time of the initial investigation until the time of approval or denial shall be completed within forty-five (45) days.
