§ 4-25. Accumulated dog excrement.

It shall be unlawful for any owner of a dog kept in a pen to allow dog excrement to accumulate in that pen for a period of time that would allow said excrement to attract bacteria and thereby become detrimental to the health, welfare and safety of others.
