§ 4-1. Horses.
(a)
It shall be unlawful for any person to ride a horse or permit a horse under his control to go or be upon the public roads, streets, alleys, drain swales, parkways, sidewalks, rights-of-way or ways, except any road designated as a primary or secondary state road, and except that portion of any public road, street, alley, drain swale, parkway, sidewalk, or right-of-way that is contiguous or adjacent to property that is zoned agricultural.
(b)
The keeping of horses within the city limits is prohibited except on property that is zoned agricultural.
(c)
It shall be unlawful for any person to ride a horse or allow a horse to go on any private property within the city without the consent of the owner of such private property.
(d)
No person shall aid, abet, assist or allow any horse under his care, custody or control, or subject to his command, to deposit or place on any public roads, streets, sidewalks, alleys, drain swales, parkways, rights-of-way or ways, or any private property, without the consent of the owner of such private property, any offal or excreta of such animal.
