§ 2-211. Composition and appointments generally.
There shall be a charter review board appointed by the city commission on the last Monday in November of 2006 to serve for a two (2) year term with an automatic expiration of the board as provided below. A new board shall be appointed every ten (10) years from the date of the appointment of the prior board. Members of the board shall serve without compensation; however, they shall be paid a stipend for each meeting attended to cover their expenses in accordance with section 2-3.5(a) of the Code.
The board shall consist of eight (8) members. Each commissioner shall nominate one (1) member who resides in the city, and the city commission as a whole shall appoint two (2) "at large" members. The city commission as a whole shall also appoint one (1) alternate member. All nominations shall be subject to confirmation by a majority vote of the city commission.
The board shall automatically expire the day after the general election (or the day after the county election if no general election is held in that year) on the first Tuesday after the first Monday in November two (2) years after the year in which said members were appointed. Any vacancy shall be filled by the city commission in the same manner as the original appointment was made, for the remainder of the member's unexpired term. The next board will be appointed ten (10) years after the year of the natural expiration of the board on the last Monday in November of that year.
All members of the board shall be electors of the city. Florida Legislators, city commissioners, constitutional officers, the city manager, and city employees may not serve on the board. Members may serve on other advisory boards of the city.
The city clerk's office shall provide the necessary clerical assistance to the board to assist with notice and advertising requirements, the taking of the minutes, and any other assistance deemed necessary to conduct the activities of the board. The city clerk shall maintain copies of all written, recorded and electronic records of the board in conformance with the laws of the State of Florida as may be amended. Additionally, a compendium of the relevant documents as determined by the city attorney shall be maintained in perpetuity.
