Article IV. EMERGENCY MEDICAL SERVICES |
§ 9-62. Definitions.
[For purposes of this article, the following terms, words and phrases shall have the meanings ascribed to them in this section, unless the context clearly means otherwise:]
ALS 1 emergency means, when medically necessary, ALS assessment or the provision of at least one (1) ALS intervention.
ALS 2 emergency means an ALS2 level of service has been clarified to mean:
(1)
The administration of at least three (3) medications; or
(2)
The provision of at least one (1) of the following procedures:
a.
Manual defib/cardioversion;
b.
Endotracheal intubation;
c.
Central venous line;
d.
Cardiac pacing;
e.
Chest decompression;
f.
Surgical airway;
g.
Intraosseous line.
In addition, the following apply with regard to ALS2:
(1)
Medications must be administered by intravenous push/bolus or by continuous infusion to satisfy the "three (3) meds rule."
(2)
Three (3) administrations of the same qualifying medication is permitted.
(3)
The following are medications that do not qualify for the "three (3) meds rule:"
a.
Crystalloid, hypotonic or hypertonic solutions;
b.
Dextrose;
c.
Normal saline;
d.
Oxygen;
e.
Aspirin.
ALS intervention means a procedure performed beyond the scope of an EMT-Basic or as defined by state or local law.
BLS emergency means, when medically necessary, as defined in the National Medical Services EMS Education and Practice Blueprint for the Emergency Medical Technician-Basic (EMT-Basic) including the establishment of a peripheral intravenous (IV) line.
Mileage means that mileage must be actual odometer mileage, no estimates. All mileage will be recorded to the tenths of a mile. Medicare does not pay for mileage beyond the closest facility when the closest facility would have been deemed "appropriate." Document mileage of closest appropriate facility and number of miles past it to the final destination. Patient will be responsible for any amount of denied mileage.
Multiple patient transport means if two (2) patients are transported, the charge will be seventy-five (75) percent of the allowed base rate for each. If three (3) or more patients are transported, the charge will be sixty (60) percent of the allowed base rate for each. Mileage will be prorated among the total number of patients.
Treatment without transport means, for each person who receives Advanced Life Support (ALS) paramedic treatment and the administration of one (1) or more medications without being transported to a hospital there shall be a base fee.
