The fire department shall have the power, and it shall be its duty to enforce, when
applicable, appropriate orders, rules, regulations, laws, provisions of this Code
and ordinances relating the suppression or prevention of fires. It shall be unlawful
for any person to willfully refuse to obey a lawful order or directive of the fire
department in the execution of such authority as may be vested in it by this article
or any ordinance of the city or by any applicable state law, rule or regulation.
