§ 6-11. Fire inspection, plan review and fees for fire protection.

  • For the cost of inspections or plan review by the fire department on all new construction, alterations or additions (which shall include the cost of operating and/or replacing property and equipment within the fire department), the building department shall collect, prior to the issuance of a building permit, the following one-time fees:

    (a)

    On residential buildings:

    $250.00 or ½ of one (1) percent of the cost of construction, whichever is greater.

    (b)

    On commercial-type buildings:

    1—999 square feet ..... $187.00

    1,000—1,999 square feet ..... 281.00

    2,000—2,999 square feet ..... 375.00

    3,000—3,999 square feet ..... 468.00

    4,000—4,999 square feet ..... 562.00

    5,000—5,999 square feet ..... 656.00

    6,000—6,999 square feet ..... 750.00

    7,000—7,999 square feet ..... 843.00

    8,000—8,999 square feet ..... 937.00

    9,000—9,999 square feet ..... 1,031.00

    10,000 square feet and over ..... 1,125.00

    Plus per square foot over 10,000 ..... 0.090

    (c)

    Fire protection systems.

    (1)

    Standpipes and fire sprinkler systems (per system):

    $250.00 or ½ of one (1) percent of the cost of construction, whichever is greater.

    (2)

    Fire pumps (per pump):

    $250.00 or ½ of one (1) percent of the cost of construction, whichever is greater.

    (3)

    Fire alarms (per system):

    $250.00 or ½ of one (1) percent of the cost of construction, whichever is greater.

    (4)

    Fixed fire protection systems (halon, wet/dry chemical per system):

    $250.00 or ½ of one (1) percent of the cost of construction, whichever is greater.

    (5)

    Fire plan processing fee ..... 75.00

    (6)

    After hours inspections, special permits and related services:

    a.

    Inspections on weekends and after normal working hours ..... 200.00

    b.

    Carnival and special amusement inspections ..... 250.00

    c.

    Pyrotechnic display permit ..... 250.00

    d.

    State regulated consumer sparkler sales permit ..... 250.00

    Re-inspection fees: Any building permit inspection requiring a re-inspection for deficiencies will be charged the following:

    a.

    First re-inspection ..... N/C

    b.

    Per additional re-inspection ..... 50.00

    (1)

    When a single-ownership parcel is employed in two (2) or more land uses, all buildings, docks and other assessable features of the property shall be separately assessed for the sums appropriate to such uses.

    (2)

    Garages and storage buildings having a floor space of less than two hundred (200) square feet and serving only as auxiliary structures to a residence shall be considered as part of the residential property and shall not be separately assessed.

    (3)

    Buildings larger than two hundred (200) square feet on a residential property and not part of the residence itself shall be assessed at the residential rate unless such buildings are being used for commercial purposes or are vacant, but being held for commercial purposes.

    (e)

    Annual fire safety inspection fees:

    (1)

    Fees for commercial, industrial and public assembly occupancies:

    a.

    Minimum initial fee up to one thousand (1,000) square feet:

    One hundred forty dollars and ninety-eight cents ($140.98); each one thousand (1,000) square feet thereafter at three dollars and ninety-nine cents ($3.99).

    b.

    Additional initial fee for administering fire safety inspections and tests of the following systems:

    1.

    Standpipe system ..... $99.75

    2.

    Sprinkler system ..... 99.75

    3.

    Fire-alarm system ..... 99.75

    4.

    Smoke-evacuation system ..... 99.75

    5.

    Commercial cooking equipment and protection systems ..... 99.75

    6.

    Automatic external defibrillators ..... 25.00

    c.

    Any business that fails to pay the required fees will not be issued an occupational license.

    (2)

    Fees for residential properties (excluding single-family homes and duplexes):

    a.

    Minimum fee ..... $99.75

    Or fee per dwelling unit, whichever is greater ..... 5.32

    Additional fire safety inspections and tests of the following systems:

    Re-inspection fees: Any annual fire safety inspection, requiring a re-inspection for deficiencies will be charged the following:

    c.

    Third re-inspection ..... 100.00

    d.

    Fourth re-inspection ..... 150.00

    Collection of fees: All annual fire safety inspection fees shall be billed on August 1 each year, shall be delinquent if not paid by September 30 of each year, and shall be subject to the same delinquency penalties as are set forth in section 12-33. All fees for businesses subject to section 12-33 shall be billed and collected simultaneously with the billing and collection of the fee required by section 12-33.
