§ 4-16. Leash required.

No dog shall be allowed upon the public streets of the city or in any public place, or upon property that is not enclosed, unless such dog shall be securely fastened to a suitable leash of dependable strength not to exceed eight (8) feet in length. Proof of ownership of any unleashed dog found in any area violative of this section shall be prima facie evidence of a violation of this section by said owner. Penalties for a violation of this section shall be as contained in section 7½-3.
