§ 2-236. Establishing advisory council.

  • (a)

    There is hereby created the Windermere/Tree Gardens Safe Neighborhood Improvement District Advisory Council, which is hereby established for the Windermere/Tree Gardens Safe Neighborhood Improvement District. The advisory council shall be composed of either five (5) or seven (7) regular members, to be determined by the board of directors, in addition to two (2) alternate members to serve in the absence of a regular member. All members shall be owners of real property located in the district or residents of the district. The district board of directors as a whole shall appoint the five (5) or seven (7) regular members. When possible, the regular members appointed should include two (2) members selected from recommendations by the Windermere Homeowner's Association, one (1) member selected from recommendations by the Tree Gardens Homeowner's Association, one (1) member selected from recommendations by Rivieria Hills/Baz Associates, and one (1) member selected from recommendations by the remaining at large district area that is not a part of any of the aforementioned associations; if the council consists of seven (7) regular members, then the additional two (2) regular members shall be selected by the board of directors from any additional recommendations within the entire district area; the advisory council itself shall appoint up to two (2) alternate members of the advisory council. The members of the advisory council shall serve for two (2) year terms. All members shall be subject to the rules and procedures for boards and committees set out in City Code, chapter 2, article I. Members of the council are permitted to serve on other city boards and/or committees.

    (b)

    The presence of three (3) or more members shall constitute a quorum for a five (5) regular member board, and the presence of four (4) or more members shall constitute a quorum for a seven (7) regular member board of the advisory council.

    (c)

    Meetings shall be called as needed, but shall be held at least three (3) times per year. If any member misses more than two (2) consecutive meetings, then the board of directors may have that member removed from the council. All meetings are subject to the Sunshine Law and shall be open to the public. Notice of the date, time and location and the agenda of all meetings shall be provided to the city clerk's office in a timely manner for inclusion on the notice of public meetings to comply with the Sunshine Law. The advisory council shall perform such duties as may be prescribed by the board of directors and shall submit within the time period specified by the board of directors, as specified in F.S. § 163.506.
