§ 2-135. Establishment of division of purchasing.

The city purchasing officer shall be the head and have general supervision of the division of purchasing. The purchasing officer shall have all powers and duties prescribed by this article. The purchasing officer shall:
(1)

Arrange for purchases of all supplies, materials and equipment required by any office, department or agency of the city government, at the lowest possible cost consistent with the quality needed for the proper operation of the city.

(2)

Transfer to or between offices, departments or agencies surplus, obsolete or unused supplies, materials and equipment.
