It is hereby declared to be the policy of the city that employment and promotion of
the city civil service employees shall be based upon merit and fitness, to be ascertained
by competitive procedures through rules and regulations, free of all personal and
political considerations, that just and equitable incentives and conditions of employment
shall be established and maintained to promote efficiency and economy in the operation
of the city departments; that positions having similar duties and responsibilities
shall be classified, as to rank and compensation, on a uniform basis; promotions shall
be based on competitive procedures; that high morale shall be maintained by fair administration
and by every consideration of the rights and interest of the employees of such departments
consistent with the best interests of the city; and that tenure of employees of such
departments shall be subject to good behavior and satisfactory work performance, provided
the position is funded.
