§ 2-31. Definitions.

  • Certain terms, words and phrases, as used in this division, shall be defined as follows:

    Administration: The executive and management branch of the government of the city; including all management employees, department directors, supervisors and appointed officers.

    Board: The Civil Service Board of the City of Lauderhill.

    Chair: The chairperson of the civil service board.

    Contract employee: An individual who performs a service for a set fee and not based upon any strict hourly schedule, including services from independent contractors or professionals. No charges are required nor is an appeal permitted.

    Department director: An employee having supervision over all other employees in a given department and responsible to the chief administrator for the total operation of that department.

    Employment code (also referred to as "civil service rules and regulations"): The rules and procedures of personnel recruitment and examinations along with the city's policy of employment as adopted by the commission by resolution and amendments thereto; the rules and regulations of the city's fire department and the provisions of the city's bargaining unit contracts approved and adopted by the commission; and state or federal laws referred to in these documents. To be part of the employment code regarding the civil service appeal provision, there must be explicit reference in such document as to such jurisdiction.

    Full-time employee: Any employee of the city who has a minimum regular required work week of at least thirty-seven and one-half (37½) hours per week.

    Officers of the city: Any elected official of the city and any person appointed as an officer of the city by the chief administrator or the city commission pursuant to the Charter or any ordinance of the city; currently including the economic development manager, the assistant city administrator, the assistant administrative manager, the administrative aide, the secretary to the chief administrator, assistant to the chief administrator, community relations coordinator, and directors.

    Part-time employees: An employee who works for the city at a job position which requires less than thirty-one (31) hours per week of employment. Such employee is in an at-will status and may be terminated by the city at any time. No charges are required or appeal is permitted.

    Probationary employee: An employee who has not worked for the city for a full six (6) months as a full-time employee, or who has not worked shifts required pursuant to the bargaining agreement as a firefighter; and any employee whose salary and condition of employment is regulated and provided for by another governmental agency. Such employee is in an at-will status and may be terminated by the city at any time. No charges are required or appeal is permitted. Such employee shall receive and/or accrue benefits the first of the month following three (3) months.

    Regular employee: Full-time employee who has completed the probationary period successfully. Does not include part-time, temporary, provisional, contract, substitute employees, department directors, or officers of the city.
