§ 19-22. Responsibility of utility.

Each utility shall be responsible for the collection from the purchaser of the tax hereby imposed and levied, and failure of the utility to charge or collect said tax shall not relieve the utility from obligation for the payment thereof unless the collection thereof has been prevented by order of a court of competent jurisdiction or the amount becomes uncollectible.
