§ 14-81. Definitions.

  • The following terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Bingo card means and refers to that flat piece of paper or thin pasteboard employed by players engaged in the game of bingo. The bingo card shall have not fewer than twenty-four (24) playing numbers printed on it. These playing numbers shall range from one (1) through seventy-five (75), inclusive. More than one (1) set of bingo numbers may be printed on any single piece of paper.

    Bingo game means and refers to the activity, commonly known as "bingo," in which participants pay a sum of money for the use of one (1) or more bingo cards. When the game commences, numbers are drawn by chance, one (1) by one (1), and announced. The players cover or mark those numbers on the bingo cards which they have purchased until a player receives a given order of numbers in sequence that has been preannounced for that particular game. This player calls out "bingo" and is declared the winner of a predetermined prize. More than one (1) game may be played upon a bingo card, and numbers called for one (1) game may be used for a succeeding game or games.

    Charitable, nonprofit, or veterans' organization means an organization which has qualified for exemption from federal income tax as an exempt organization under the provisions of Section 501(c) of the Internal Revenue Code of 1954 or Section 528 of the Internal Revenue Code of 1986, as amended, which is engaged in charitable, civic, community, benevolent, religious, or scholastic works or other similar activities, and which has been in existence and active for a period of three (3) years or more.

    Condominium association means any legal entity whose membership primarily consists of condominium owners within the city.

    Lessor means or refers to any person or persons, partnership, or Florida corporation renting to, or providing space for, an operator or granting a lease to an operator for a period of not less than one (1) year. The lease must provide a rental rate for the premises which does not exceed the rental charged for similar premises in the same locale, and does not provide for payment of a percentage of the proceeds generated.

    Objects means a set of seventy-five (75) balls or other precision shapes that are imprinted with letters and numbers in such a way that numbers one (1) through fifteen (15) are marked with the letter "B," numbers sixteen (16) through thirty (30) are marked with the letter "I," numbers thirty-one (31) through forty-five (45) are marked with the letter "N," numbers forty-six (46) through sixty (60) are marked with the letter "G," and numbers sixty-one (61) through seventy-five (75) are marked with the letter "O."

    Operator means any person, partnership, corporation, or other legal entity which operates a bingo game, or bingo games.

    Player means any person paying money to the operator in order to participate in a bingo game.

    Prize means any cash or other property or thing of value awarded to a player.

    Rack means the container in which the objects are placed after being drawn and announced.

    Receptacle means the container from which the objects are drawn or ejected.

    Session means a designated set of games played in a day or part of a day.
