§ 10-3. Same—Care; cleaning, etc.

  • (a)

    All receptacles or bulk containers used for storage and collection of garbage, trash, or similar material shall be kept clean, with covers on and maintained in good condition and repair by the owner or user thereof, and shall be subject to inspection and approval or condemnation by the city. Grounds for condemnation shall be that said receptacles are unfit, unsafe, unsightly, uncovered, unsanitary, or otherwise do not meet requirements as set forth in this chapter. Receptacles or bulk containers which have been condemned on one or more of the foregoing grounds will not be served until corrective measures have been taken by the owner or user and use thereof shall constitute a violation of the terms of this section.

    (b)

    Bulk containers shall be kept in a place easily accessible to hoist trucks at all times and no service shall be given to those places permitting objects, obstructions, vehicles, to hinder in any way whatsoever, the servicing of said bulk containers by hoist trucks. A bulk container may be located more than fifty (50) feet from the street only if the ingress and egress is by the same driveway and an area not less than fifty (50) feet square is provided for a truck to turn around. All wires over the ingress and egress area must be more than twenty (20) feet above ground at the lowest point. The wire height over the dumping area must be more than twenty-five (25) feet. The container must be placed so the truck can drive up, dump the container, and back out without the driver leaving the cab. Bulk containers will be placed within a walled area or enclosure or a fenced area with a three-foot above-grade wall constructed of rodentproof solid material. Prior to scheduled collection, bulk containers will be placed in position for direct pickup by collection trucks as outlined herein.

    (c)

    The users or owners of all receptacles and/or bulk containers in which garbage and/or waste material is placed for collection shall keep such receptacles and/or bulk containers free of water or other excessive liquids.
