There shall be kept and maintained in all residences and other places where food or drink may be stored, consumed or dispensed adequate receptacles in which garbage and trash, other than grass cuttings, leaves or other lawn or garden waste shall be placed and stored in order that such garbage and trash may be collected and removed.
